You're right for the most part, but when he's seen at a specific location by a witnesses, then seen by air, then shot at by a homeowner, then they find his footprints, then shoes all in the same area, there's really no excuse for not letting a K9 track him. He was obviously right there, no way can he outrun a dog while barefoot. That and people need to stop leaving shit outside for him
