  5. Russia is trying to start a bigger war so they can then sue for peace and freeze the confict without losing face. Its Putins throw the cards in the air tactic and hope something better comes out of the chaos. I suspect Nato knows this hence the restraint. Russia is playing a dangerous game and beyond its capabilities.
