  2. Its depends on the PD. The reason the dems demonize local cops but praise nationals cops is because they want every PD to be ran by DC. The most crooked PDs are usually ran by democrats like Chicago, L.A., Baltimore, DC, NYC... Its why you usually see democrat voters complaining about crooked local police while republican voters are more likely to like the local PD. Things should be more local so you will have pockets of corruption instead of widespread.
