  5. Authoritarians target a powerless unpopular group to create authoritarian precedent and then use it on everyone. The good news is we are still mainly a local governance system. So most of the police states exist in blue counties. This is why the police are much more corrupt in democrat ran areas because its democrat voters who are voting for a police state and then get upset when it targets them.
