Term limits would be good but don't expect it to fix anything. The same people will be voting. Look at Chicago, they replaced one progressive with another progressive. What may lead to some change is term limits for bureaucrats.

@rogerallen5121 I would just require service of some kind if you want to vote. You want to vote? If you are under 45 you have to sign up for the draft and you have to train on the weekends for a total of 30 days per year. The test stuff can be too easily manipulated. You don't want a certain area of the country voting? Just claim they couldn't pass. And you know it would be all democrats deciding you aren't qualified to vote.
