  1. People riding bikes are also given fines all the time. Alec Baldwin was crying because he got a ticket for riding a bike in "the wrong direction" whatever that means. But yes it will increase when less money is coming in from cars. Its like CA raising gas costs to pay for the roads after more people bought electric and no longer pay for gas.
