Increase taxes on vacant real estate not income tax instead lower it to 0 increase prop tax for vacant property to 10% if it is not primary residence.

In housing but refuse to let others use the housing to increase prices of housing intentionally jacking prices up. Created artificial scarcity. Fake scarcity. Housing is cheap it make it's restrictions by the wealthy in charge that make it hard to create them.
