  2. should probably just rent them out for HOA fees because no one can afford the hoa fees basically the apt is free. provided hoa fees are paid because the apt complex is that far gone. the longer they delay it the more HOA fees increase because less and less people eventually hoa fees become so great that no one can rent from there because no one wanted to rent out the vacant property and it needs to be demolished as its too far gone then condemned and everyone loses everything because no one wanted to be reasonable.
