Sooo basically they want it to be about race instead of merit. Class warfare it is not because rich kids can go to private schools. You won't fix bad performers by putting them into better schools because they have to earn their way in. Or perhaps her them left back until they can pass the entrance exams to get in. No work no reward. Sorry not about race. Earn your way. Deal with it. Unfortunately I see a bleak future ahead. Good luck to those schools. Politicians are manipulative idiots.
