  1. because they are so over priced and local populations do not support the prices as a result the prices are all fake. and actually a huge liability. if prop 13 was not bailing out the leeching landlords and owners they would scream. instead income tax payers paying for their house appreciation not because they deserve it. they are stealing from income tax payers instead and stealing way too much.
