Higher government has the ability to track cell phones when they’re being using But Government prison guards cannot track cell phones inside of prisons and there’s no ability to block any cell phones in a certain radius of the prison I think that’s what you call inconveniencing the prison guards from using cell phones when they should be doing their jobs
