  2. Come into reality Criminals forfeit ALL RIGHT when they CHOOSE to go outside society's laws. Civilized people obey laws. But anyone PROVING they are decent law abbiding people should be released. But hard evidence must be had. Families are partial. They're meal tickets are wanted back.
