It looks as if Putin really wants the EU to approve the North stream 2 gas pipeline. Having failed to force the issue by starving the EU of gas, its now getting in a position where Belarus can cut gas supplies to Europe. This is the whole purpose of this engineered migrant crisis. It is reported that Putin has deployed bomber aircraft to protect Belarus from EU military action. So either the EU approves the second gas pipeline, or he will defend Belarus when it cuts gas supplies to Europe. Something many would see as an act of war.
This is clearly a Russian plot, as it is not angered with Belarus, for potentially depriving Russia of gas sales to the EU. This is proxy blackmail, but it is a dangerous game, as it could result in war, initially between the EU and Belarus, and then with Russia.
It is likely the whole migrant problem will disappear, if the EU agrees to open the second gas pipeline. This is all a bit of Russian theatre, as once the second pipeline is approved, Putin will make a play of depriving Belarus of gas revenues, unless it removes the migrants from the polish border, and Belarus will do as its told, as it always intended to do.
The losers will be the migrants, who will be forcibly back to their origins, by the Belarus military. If this plan works, Russia will repeat the strategy again, next time it wants something. In the long term it will accelerate the EU move away from fossil fuels.
