  1. The Balkan states must know that they must stop corruption as I believe it is reserved for those who control the EU. The EU cannot condone freelance corruption not sanctioned by itself. States joining might take lessons from the European central bank or the international monetary fund. I suspect that a study of the common agricultural policy or the European aid budget might also prove educational.
