  2.  Legio XXI Rapax  the EU is setting up Italy. They will not allow it to break EU rules, because it endangers the Germany currency. The German banks are not really that strong, they still carry massive debt from the financial crisis. The Germans cannot afford for the banks to be tested supporting the euro.
