  1. If a border is imposed in Ireland it will be imposed by the EU, since neither the UK or the RoI can do so, prohibited by the good Friday agreement. But if the UK leaves the EU without a deal ( something looking increasingly likely), NI will be outside the EU customs union. This news story is playing down the fact that it will be the EU that will impose the border because it has rejected technical solutions o customs control. Typical EU propaganda.

  2.  @buzzhawk  the UK and the RoI have both said they will not put a hard border in Ireland. They cannot do so by the GFA. That mean the EU is the only one that can put up a hard border. It is either going to be in Ireland or between Ireland and the rest of the EU.
