  1. France, Russia, China and North Korea in that order. France is first because it wants to lead the EU military. It has imperial ambitions and is likely to involve itself in mini wars in Africa, intent on protecting its interests there. Worse still, it over estimates the capabilities of an EU military and their perceived resolve in the eyes of potential aggressors. One of the reasons NATO is so effective as a deterrent is the willingness of the US to fight it's wars in other people's territory, namely Europe. The other reason is the huge investment the US makes into weapons R&D. France will take a federal EU to war, once it has its own military.
