Basically the EU needs money for a bribe and they are killing two birds with one stone, punishing Hungary and Poland for not accepting migrants, while rewarding Greece and Italy for accepting them. This s very clever as it suppresses the objections of those who want to leave the union, and because the money is going to countries who are deeply in debt so the money will flow back anyway.
