His would lead to the tyranny of the majority. In other words the good of the many outweigh the good of the few. With the correct orchestration, this guarantees that almost any policy can be implemented, all that is necessary is to select the majority that fits each policy. Majority voting is a further move down the road to federalisation. All states use the tyranny of the majority to justify the buse of a minority. Need a place to dump nuclear waste, not a problem, as the good of the majority outweigh local objections. Need to bulldoz people's homes to build a new road, no problem, the benefits of the new road to the majority, outweighs the objections of the home owners. The problem with the EU is that it is so big, whole states can find themselves in the minority. Need a place to store migrants, no problem, pick a state near the med, like Greece. The problems this causes for the states citizens is irreverent, provided it solves the problem for everyone else.
