  1. Forcing people to vote may have unintended consequences as resentment may result in a perverse voter reaction. If it is a truely secret ballot then voters may elect to spoil the ballot paper, opt for none of the above, or actively support anti EU candidates. It is said that you can firce a horse to water, but you cannot make it drink.

  2. Tricky to arrange an election in the middle of a war. The population is not stable when Russia is killing off the civilian population. This is not a problem in forced elections held in russian occupied Ukrainian territory, as the result is not significantly influenced by the votes in the ballot boxes.
