This shows that the Chinese government does not honour international agreements. It is breaking the agreement it signed when the uk handed back Hong Kong to the Chinese. If it can break this agreement, then it cannot be trusted not to break other agreements.

黃屍 the treaty was legally binding on China, it agreed to write it into Chinese's law and effective for 50 years. but China has never been very good at meeting its legal obligations. China may now say the treaty is not legally binding, but the rest of the world disagrees, as is evident from the comments made by the EU president. The change of policy will worry the Taiwanese government and this will worry the Americans. The Russians should also be worried as they have signed agreements regarding friendly relationship with respect of the common border.
