Federalisation of health would open the EU member states up to blackmail by the Eurocrats who would have control over distribution in time of crisis and would demand contributions at other times. Are the rich member states going to contribute the bulk of medical supplies to a central store, only to see it distributed to the more feckless states during a crisis. It is more likely that the citizens of the member states will demand the return of all they contributed, making the exercise pointless. There might be some advantage in pooling resources to bulk buy, but the nature of bureaucracy means it is likely that all the wrong things will be purchased. There may be advantages to standardisation of medical equipment, but even here there risks, as it places all the proverbial eggs in one basket. If something fails to work there is not an alternative replacement.
