  1. Prophet Muhammad I doubt the sensors take very much power. A very small fraction of that of the light.

Prophet Muhammad not really, the switching and sensor components are likely to be a couple of small circuit boards, communication between lamp posts may be via the mains wiring or via wireless data communication. It may even be possible to modulate the light itself, to signal to the next. I do not know how this system works, but the savings in power will be huge.
