Classic example of turning a disaster to advantage. The EU is pushing for a huge budget increase, with the promise that the money will be spent in the poorer regions on the poorer member states. This is a power grab towards more central government and federalisation. The ECB is doing the same. I wonder if the Germans and Dutch realise that their money will be taken from them, whether they like it or not. Federalisation does not solver the resentment that builds between the haves and have not, it just means that it no longer matters, as the federal government is free to do as it likes. Until now the myth of the EU is that what is good for one member state is good for all. This is clearly not the case as money made by one member state is kept within that state, with only a weak mechanism for spreading the wealth between members. In other words Germany can get rich at the expense of say the Greeks or Italians.
