If everyone is exempt to tariffs, what is the point of having them. The us biggest target must be China, which has massive over capacity and dumps it's surplus on the world market. Metals are a strategic material, so it is not surprising that states wish to retain the ability to manufacture/refine them. It is to the shame of the UK government that it failed to support local manufactures. Supplier nations can win wars without firing a shot, simply by cutting off a supply on which their enemy has become dependent. A good government will seek a diversity of supply of raw materials that geology has denied it. A successful current country will be as self sufficient as possible and will guard its technology and the means of production. Needless to say both the US and the UK have had a series of myopic bad governments driven by short term gain.
