The use of and make a lot of sense if you want to send a message. Anyone with a bit of chemical knowledge can obtain cyanide,but a nerve agent is a different story. We have had assassinations with polonium, not exactly a common of garden kind of poison. The big problem with using a radioactive isotope is that it is so easy to trace. A nerve agent is much more difficult to find. In Russia, Putin does not need to send messages, far easier to have people killed by being hit by a truck or falling off a building or apparently being mugged.
