If this is not a loan, who is funding it. One possibility is that it will be used to justify the start of a federal EU taxation system, hence the link to the EU budget. The moral is: beware of federalists bearing gifts.

@Bradiphrenie no its a small part of the EU total GDP, a large part of the EU budget. The point is that the debt is shared by all member states and its distribution is through the EU. As I understand it the money will be part of the EU budget, making the repayment for this debt an ideal opportunity to justify a federal tax. Maybe they are going to follow the way taxation was introduced into the UK. In that case it was supposed to be a temporary tax to pay for weapons to fight the Napoleonic War.
