  1. The UK government would be very foolish to sign up to this deal. He is just trying to ensure the UK pays the divorce bill, which is his only real concern. Mrs May does not have a mandate to sign this agreement. The UK must stick to "nothing is agreed until all is agreed". If she signs this agreement, Barnier will pocket the money and block any further trade negotiations.
