  2. buzzhawk Putin does not seem to have much trouble dealing with those closer to home. They have unfortunate accidents, mugged and shot or hanged or fall off tall buildings, or drown or simply disappear.

  3. Sib Student there is an unwritten law that stops state leaders from assassinating each other. It is almost. never broken, even by terrorists. There have been a few exceptions, allegedly when the israelis killed a Palestinian leader. Why terrorists choice to attack innocent people who have no political power, rather than their leaders is a mystery. Maybe they choose soft unprotected targets.
