  1. Never let it be said that in the EU scientific pragmatism could over ride EU market ideological dogma. The EU member states must be seen to act as one, even when it is daft to do so. If one border is opened all must do so. The southern states want grants, the northern states want loans, not really surprising given it will be northern tax payers who will be funding the grants. The member states that refuse will be blackmailed into backing the cohesion fund and the shared debt it represents. This is the next step towards a federal Europe with federal taxation. Typical EU tactics, keep asking the same question until you get the answer you want, the eurocrates are going to make a proposal that the member states cannot refuse.
