I would bet that most of this plastic was disposed of by people putting the PPE into the normal rubbish. It is the authorities that are failing to take proper care of domestic rubbish. It is very unlikely that People are not going down to the coast to dump their PPE in the sea. They are also unlikely to be putting it into the sewage system, since this risk blocking pipes.
