  1. There well be consequences for both sides. The club analogy does not really work, but assuming it did, you would not expect a club to confiscate your belongings before you leave. The EU is not negotiating, it expects the UK to provide the stake money for both sides of this game. If the future trade deal fails to appear, the substance of the withdrawal agreement blackmail evaporates. The EU can then expect the UK to interpret the withdrawal agreement in its favour, and there is very little the EU can do about it.

  2.  Wolfgang Preier  wrong, they sold EU quotas, now the UK is no longer a member of the EU, the quotas are null and void and therefore worthless. Caveat emptor.
