Russia does not believe in justice, as is evident by at least two murders conducted by Russian agents in the UK.

@Yoshimitsu Keke they may share intelligence, but they do not execute their dissidents in a foreign country, using weapons of mass destruction, such as polonium and novichok, i.e. radiation and a chemical weapon.

@kalitocroatoan1783 there is ample evidence that the murders were conducted by Russian agents. In the case of the radioactive material, only a government would have the means to obtain it and only the Russian state has the motive. Similarly, the nerve agent was a Russian developed cold war weapon, extremely to produce outside a well equipped government weapons lab, and again only the Russian government had emotive to use it. Putin, made a point of saying that Russian dissidence were not beyond the reach of the Russian state, no matter where they lived in the world. Putin has refused to allow the known Russian agents to be interviewed by uk police. At the time of the Salisbury poisoning, the movements of the agents involved were tracked. In both cases there was ample circumstantial and forensic evidence to link the Russian state to the murders.

@TheTranceCartel or be as paranoid as the Russian security services and maybe have the ulterior motive of getting their own agents back. I think there was much stronger evidence linking Russian agents to the murders in the UK.
