This is a provisional ruling by the advocate general. It may yet be reversed because the EU will want to ensure that states do not trigger article 50 and then stop the process at the last minute for political gain, in a form of blackmail. Imagine the chaos if Italy decided to trigger article 50, knowing that it could simply cancel just it just before leaving.

@richardgoode5314 politician hate referendums, because they cannot fudge the answer in the same way they can with an election result, where the choice of government is decided on a plethora of issues, both international and domestic. Apart from anything else, in a referendum every vote counts, not usually so for an election. If you are suggesting that article 50 can only be triggered by a referendum, then you can expect them to be even less frequent than they are now.
