Government make the laws, it is the job of judiciary to carry them out. Setting the salary, pension and retirement age of those in the judiciary is also the prerogative of the government. Those in the judiciary who fail to implement the law must be subject to sanction, including dismissal. The reason the government has this power is because it is elected and therefore answerable to the people. What the government must not do is interfere with how the judiciary interprets the law in specific cases. The principle must be that, once defined, the law is the same for everybody and is implemented impartially. If a law results in undesirable unintended consequences, then it must be changed by the government in accordance with the constitution.
