  1. Putin can't afford the russian losses that storming the steel works would produce. Putin is desperate for a victory, any victory, even a made up one. This is the Ukrainian Alamo. Putin risks creating martyrs. Putin has to show some reward for this war, within the next couple of weeks, or he will be replaced. He may be replaced in any case, as the cost benefit analysis for Russia is really not looking good. If that land link between Russian and the Crimea is severed by the Ukrainian military anywhere along the route, Putin will no longer have his victory, and his position will be precarious.
