It is difficult not to see him as Napoleon, attempting to build an empire. He has spent the year positioning himself as a replacement for Merkel as leader of the EU, appearing as the consummate statement. He sees France as providing the muscle and control for the fledgling EU defence force. He has been found the world trying to construct links with the leaders of the other world power blocks. All the above will be for nothing as he has neglected the interests of those who elected him. As a good EU member and former banker, he is implementing the austerity measures required by those who hold the purse strings of the EU.
