  1. The EU was safe while it did not represent a threat to Russia. If the US puts intermediate nuclear weapons in Europe, then they will be targeted by the Russians. During the cold war, the US had a plan to fight a limited nuclear war with USSR on European soil. Ironically, the EU plans for its own army will not greatly increase the risk of it being attacked, largely because it will be decades before it constitutes a real threat to any of the other big power blocks. Once the UK leaves the EU, only the French have any nuclear weapons and these will be reserved as a deterrent to defend France, not the whole of Europe, unlike the US deterrent. Europe is safe because it is so benign and represent no real threat to anyone. Should it decide to flex it's proposed conventional military muscle, it risks being swatted like an irritating fly.
