By reducing rail traffic and forcing produce to be moved by road, the politicians have rather shot themselves in the foot. The EU is dependent on road transport, because for political reasons it encourages long distant trade inorder to bind member state together. Manufacturing chains stretch across Europe. Globalisation depends on the transport of products over huge distances using diesel powered container ships. This fleet generates more CO2 and NOx than all the road traffic combined. The reason diesel is so ubiquitous is because of the energy density it provides.
