  1. The keyword is THROUGHPUT. Because EVs takes longer to charge compared to ICE refuelling. Will it be enough to just target average usage rate, to handle at times when there is peak demand such as holiday travel or sporting / concert events? Even with ICE cars, gas stations can queue up in such situations, but queues at EV chargers will be far longer wait. Also there is a question of whether the grid is designed to handle sudden increase of charging demand in short period of time.
