  2. Two problems I see with this: 1. Low income doesn't always mean poor. Someone could have high networth - billions, yet have 0 annual income if his money is all tied in stocks and he doesn't sell any of it during that year. Many of the big CEOs make $0 or $1 salary, yet have tons of stocks. 2. If you are truly making low income, then it's doubtful you live in a house with your own level 2 charger. So this is forcing poor people to wait in the cold for public charger? And price of public fast charging is not that much cheaper than filling up gas. It doesn't benefit the poor all that much.
