PHEVs can be cleaner than EVs depending on your use cases. If you rarely drive long distance, and only pure EV mode within regular commute distances, then PHEVs usually only have 1/3 to 1/5 of battery capacity of regular EVs. Manufacturing batteries still have higher carbon footprint than manufacturing engines which is just a blcok of metal. I personally have a PHEV, and only 0.5% of total miles are using gas, and 99.5% in EV mode. I pretty much never travel outside of town, or only for emergencies. Living in northern Canada, having a backup ICE gives sense of security during winter storms, but I never needed to use it except one time in past 2 years. If I had a pure BEV I would have had high anxiety in such situations. Sure I think it's disgusting some PHEV owners never plug in at home and drive it as a gas car. But again, it all depends on how you use it. PHEVs have lower carbon footprint than BEVs at manufacturing stage, the total carbon footprint over the lifetime depends on how you use it.

Not just convinience, but also security. Can you handle extreme emergency situations with EVs say in extremely cold weather, battery range is reduced, and you have to low charge at the time emergency call happens, and you have no time to go to a charger and wait 30 min. etc. For me PHEV takes care of that, and I still drive 99% of miles in pure EV mode, but have a sense of security when emergency call happens, I can handle it with gas engine at backup.
