See, the problem stems with implementation of warrants, be that of those initially charged or, as equally important, of heads of state of countries who refuse to arrest the guilty, the US in particular, when said guilty visit their countries. All we need is just one brick of the wall of non-cooperation to be jailed and the chance of the entire wall collapsing becomes that much more possible. At the very least it would scare the crap out of the others, making future compliance with International Law much more likely. Just sayin'...
