People who are appointed by the government to run public bodies are not judged by how well they do what the public thinks the bodies are there for - to heal the sick, put out fires, or catch criminals. They have goals like coming in under budget at the end of the year without too much adverse publicity. That could mean MORE deaths, fires and burglaries, as long as their accounting is creative enough to hide that.
