No. The US government might do that. "Eminent domain" is an American thing. Compulsory purchase would only happen for the public benefit, such as to build a new road. For local government, archaeology is generally a cost, not a money-spinner.

@theylied1776 The term eminent domain (dominium eminens) meaning Supreme Lordship came from the 17th century Dutch jurist Grotius. James Madison wrote the concept into the "takings clause" of the 5th amendment to the US constitution in 1791. It was not cut and pasted from English statute or common law, though there was a concept of "condemnation," which has been replaced by Compulsory Purchase. This is not used to seize archaeological sites.
