Indeed, the plan of the army was to turn the invasion into some sort of russian civil war, knowing very well that a lot of soviet citizens disliked their insane goverment. Their plan was to make the population belive that they were only against the comunist goverment, not against the people of the USSR.
But Adolf, emboldend of his ideas of aryan superiority, and focused on his idea of "Rassenkrieg" ("racial-war") gave them a treatment, so bad, that most of the people who COULD have joined willingly the german side, thought that perhaps Stalin was the lesser evil......
When they finally saw the painting on the wall, and tried to get soviet citizens to join the german cause, it was to late, and their numbers and influence in the global theatre of operations was very limited.....
