In my country we had a similar case some years ago. A famous "bailaor" (profesional flamenco dancer), a real artist, famous for his art and performances, ran over some hard working dude, killed him, and fled the scene
Then, he convinced his brother (who was a minor at the time) to take the blame, and say he did it (because, beeing a minor, he would get a lighter sentence)
He was caught, but had a good lawyer and an impressive press campaign, and was sentenced to ONLY 3 years in jail.
Actually, he keeps dancing, and is celebrated by the public, while the family of his victim has to see him having fullfilled live.
Sometimes life, just sucks.......

They probably planned to keep on doing this kind of stuff till they turned 18, and then be more carefull......what they don´t realize is that meanwhile they have become adicted to the sensations such behavior provides (sense of impunity, power-surge, fun with other peoples disgraces, adrenaline-rush, ect.....). Sooner or later they would have given in to this urge, like any average yonkee.
This kind of people, are already mentally and morally broken, and unable and unfit to live in society.
30 years ago, I got to knew a child that pulled a lot cr*p while beeing a minor (no k*lling, but a lot ilegal things), and got away with it because he was a minor and his parents were sc*m that didn`t care. He even bragged about it and mocked the police......
A police officer confessed to me that they had marked in a calendar the day he was turning 18, and were eagerly waiting for this particular event......
