  1. Some of them surely. Also, western loans usually come with some conditions, regarding human rights (or at least simulating to honor human rights to certain degree) or unpopular economic reforms. China don`t give a damm about such things, you can borrow your money from China, and at the same time ignore human rights and show the IMF the middlefinger..... All this at the almost insignificant price of 4% interest......

  2. The only way western banks offer you preferential loans with good conditions is, if you really don`t need, and don`t want the money. Otherwise they will ask for your firstborn......
