When I was younger, here in Spain, we used summer-vacations (3 months) to travel through the country with bycicle. When we arrived at a small village, we usually asked the older people for a good place to camp, built up our tent, slept there and left the next morning, leaving the place a clean as if we never had been there.
Got to see some really nice places, and nobody complained about us spending the night there.
Today, it is a bit more regulated, and city-councils have typically designated areas for campers, but , as long as you camp there to sleep, respect the crops, do not make fire and behave with little bit of comon sense, you can roam where you want.
IF a place is fenced, it is usually out of safety concerns (for example, because of the presence of bulls roaming in the land------bad idea to go near them).
Also, if we have a red alert because the conditions are specially auspicious for wildfires (hot and dry weather with winds and the presence of very dry vegetal material) it is forbidden to visit vulnerable wildlife-areas, or perform agricultural work in adjacent lands, because any error could spark a fire of devastating consequences.......
