The main concern of Spanish politics towards Africa is the (very realistic) fear that in a, not so far, future, Africas population will move north as one, trying to flee the worst effects of climate-change.
By strenthening the relationship between all this countrys and Spain, two goals can be achieved:
First we create wealth in this countrys, wich will help them to counter the worst effects of climate-change, and made the people want to stay in their own countrys (why emigrate if you have a future in your own place?)
Second, and more probably to happen, an economic relationship will allow the spanish goverment to presure local african goverment into avoid (by force, if necesary) their citizens (or other emigrants) heading to Spain........
Marroco and Mali are excelent examples of this politic. We give them money, arm and train their frontier-police, and guarantee them acces to european markets, in echange for helping us to stop inmigration........
Fun fact is that Spain will probably become as inhabitable as most part of Africa in the next 50-100 years, and we should be more concerned about the Scandinavian nations accepting us (spaniards) as climate refugies , than about hundret of millions of african people, heading to a Spain where nothing will be left.
